This series represents the records of CISS’s member congresses, which have been held biannually since 1924. After 1939, meetings were cancelled due to World War II, but congresses resumed in 1946. The bulk of the records consists of the agendas and minutes of the congresses, as well as chairman’s and treasurer’s annual reports. Also included are the texts of proposals introduced by members for voting and correspondence announcing the congress and confirming intention to attend. Lists of attendees are provided for most congresses, as are power of attorney forms signed by attendees empowering them to represent their native athletic associations. Of particular interest are the handwritten original minutes of the 1st Congress in Paris, 1924.

The earliest congresses were not numbered, and there is some confusion in the numbering: the Nuremberg 1931 Congress is listed as both the 4th and the 5th Congress in its documents. The Copenhagen 1933 Congress was formally declared the 5th Congress even though it was actually the sixth held, and subsequent numbering follows from that.
